{"id":4529,"date":"2026-06-22T15:54:40","date_gmt":"2026-06-22T15:54:40","guid":{"rendered":"https:\/\/coupdepouceassociation.fr\/?p=4529"},"modified":"2026-06-22T15:55:25","modified_gmt":"2026-06-22T15:55:25","slug":"education-le-pari-de-la-proximite-comme-condition-defficacite-des-politiques-publiques","status":"publish","type":"post","link":"https:\/\/coupdepouceassociation.fr\/index.php\/2026\/06\/22\/education-le-pari-de-la-proximite-comme-condition-defficacite-des-politiques-publiques\/","title":{"rendered":"\u00c9ducation : le pari de la proximit\u00e9 comme condition d\u2019efficacit\u00e9 des politiques publiques"},"content":{"rendered":"<h2 data-section-id=\"1mx4vaa\" data-start=\"344\" data-end=\"430\">Le paradoxe d\u2019un syst\u00e8me \u00e9ducatif centralis\u00e9 face \u00e0 des in\u00e9galit\u00e9s territorialis\u00e9es<\/h2>\n<p data-start=\"432\" data-end=\"612\">La France dispose d\u2019un syst\u00e8me \u00e9ducatif fortement centralis\u00e9, fond\u00e9 sur un principe d\u2019\u00e9galit\u00e9 d\u2019acc\u00e8s : m\u00eames programmes, m\u00eames exigences, m\u00eame cadre national pour tous les \u00e9l\u00e8ves.<\/p>\n<p data-start=\"614\" data-end=\"666\">Ce mod\u00e8le repose sur une ambition forte et l\u00e9gitime.<\/p>\n<p data-start=\"668\" data-end=\"957\">Pourtant, les constats convergents des recherches sur l\u2019\u00e9ducation et des \u00e9valuations internationales montrent une r\u00e9alit\u00e9 persistante : les in\u00e9galit\u00e9s scolaires continuent de se construire tr\u00e8s t\u00f4t, de mani\u00e8re durable et fortement corr\u00e9l\u00e9e aux contextes sociaux et territoriaux.<\/p>\n<p data-start=\"959\" data-end=\"1065\">Autrement dit, l\u2019\u00e9galit\u00e9 formelle du syst\u00e8me ne suffit pas \u00e0 produire une \u00e9galit\u00e9 r\u00e9elle des trajectoires.<\/p>\n<h2 data-section-id=\"ae78h4\" data-start=\"1067\" data-end=\"1156\">Des in\u00e9galit\u00e9s qui se construisent avant l\u2019\u00e9cole et se renforcent dans les territoires<\/h2>\n<p data-start=\"1158\" data-end=\"1267\">Les \u00e9carts de r\u00e9ussite ne naissent pas uniquement \u00e0 l\u2019\u00e9cole. Ils s\u2019ancrent d\u00e8s la petite enfance, \u00e0 travers :<\/p>\n<ul data-start=\"1269\" data-end=\"1497\">\n<li data-section-id=\"1eqb3f4\" data-start=\"1269\" data-end=\"1314\">l\u2019exposition au langage et au vocabulaire,<\/li>\n<li data-section-id=\"16obijb\" data-start=\"1315\" data-end=\"1369\">la familiarit\u00e9 avec les codes scolaires implicites,<\/li>\n<li data-section-id=\"qkwrlf\" data-start=\"1370\" data-end=\"1426\">les pratiques culturelles et \u00e9ducatives du quotidien,<\/li>\n<li data-section-id=\"123fgc7\" data-start=\"1427\" data-end=\"1497\">l\u2019acc\u00e8s aux ressources \u00e9ducatives dans l\u2019environnement de l\u2019enfant.<\/li>\n<\/ul>\n<p data-start=\"1499\" data-end=\"1580\">Ces facteurs sont eux-m\u00eames fortement li\u00e9s aux contextes sociaux et territoriaux.<\/p>\n<p data-start=\"1582\" data-end=\"1690\">Ainsi, les in\u00e9galit\u00e9s scolaires ne sont pas seulement individuelles : elles sont <strong data-start=\"1663\" data-end=\"1689\">syst\u00e9miques et situ\u00e9es<\/strong>.<\/p>\n<p data-start=\"1692\" data-end=\"1854\">C\u2019est ce constat qui conduit de plus en plus de travaux \u00e0 interroger non seulement les contenus de l\u2019action \u00e9ducative, mais aussi ses conditions de mise en \u0153uvre.<\/p>\n<h2 data-section-id=\"1ha41f6\" data-start=\"1856\" data-end=\"1903\">La proximit\u00e9 comme levier d\u2019action \u00e9ducative<\/h2>\n<p data-start=\"1905\" data-end=\"2107\"><a href=\"https:\/\/www.verslehaut.org\/publications\/rapports-publications\/etude-education-faisons-le-pari-de-la-proximite\/?utm_source=Lettre+d%27information+VERS+LE+HAUT&amp;utm_campaign=5a0f381e5e-EMAIL_CAMPAIGN_2026_04_20_03_05&amp;utm_medium=email&amp;utm_term=0_-5a0f381e5e-472344529&amp;mc_cid=8adf3a1407&amp;mc_eid=51a631262c\" target=\"_blank\" rel=\"noopener\">Une r\u00e9cente analyse publi\u00e9e par le think tank <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Vers le Haut<\/span><\/span><\/a> met en lumi\u00e8re un enjeu central : <strong data-start=\"2023\" data-end=\"2106\">la proximit\u00e9 constitue un levier d\u00e9cisif pour r\u00e9duire les in\u00e9galit\u00e9s \u00e9ducatives<\/strong>.<\/p>\n<p data-start=\"2109\" data-end=\"2186\">Mais cette notion de proximit\u00e9 ne se limite pas \u00e0 une dimension g\u00e9ographique.<\/p>\n<p data-start=\"2188\" data-end=\"2230\">Elle recouvre une r\u00e9alit\u00e9 plus exigeante :<\/p>\n<ul data-start=\"2232\" data-end=\"2478\">\n<li data-section-id=\"16suzyb\" data-start=\"2232\" data-end=\"2285\">la capacit\u00e9 \u00e0 intervenir au plus pr\u00e8s des enfants,<\/li>\n<li data-section-id=\"4a44dz\" data-start=\"2286\" data-end=\"2354\">la continuit\u00e9 des actions dans le temps scolaire et p\u00e9riscolaire,<\/li>\n<li data-section-id=\"tpudjn\" data-start=\"2355\" data-end=\"2431\">l\u2019articulation effective entre \u00e9cole, collectivit\u00e9s et acteurs \u00e9ducatifs,<\/li>\n<li data-section-id=\"t9pi5n\" data-start=\"2432\" data-end=\"2478\">l\u2019adaptation aux r\u00e9alit\u00e9s sociales locales.<\/li>\n<\/ul>\n<p data-start=\"2480\" data-end=\"2587\">Autrement dit, il s\u2019agit moins de \u201cproximit\u00e9 physique\u201d que de <strong data-start=\"2542\" data-end=\"2586\">proximit\u00e9 organisationnelle et \u00e9ducative<\/strong>.<\/p>\n<h2 data-section-id=\"1rks46m\" data-start=\"2589\" data-end=\"2686\">Ce que montre le terrain : des \u00e9cosyst\u00e8mes \u00e9ducatifs ancr\u00e9s dans les \u00e9coles et les territoires<\/h2>\n<p data-start=\"2688\" data-end=\"2785\">Chez Coup de Pouce, cette logique structure l\u2019ensemble des programmes d\u00e9ploy\u00e9s sur le territoire.<\/p>\n<p data-start=\"2787\" data-end=\"2877\">Chaque ann\u00e9e, des milliers d\u2019enfants sont accompagn\u00e9s dans des dispositifs p\u00e9riscolaires :<\/p>\n<ul data-start=\"2879\" data-end=\"3123\">\n<li data-section-id=\"7z8exd\" data-start=\"2879\" data-end=\"3003\"><strong data-start=\"2881\" data-end=\"2928\">mis en place directement au sein des \u00e9coles<\/strong>, en essentielle.<\/p>\n<p data-start=\"3168\" data-end=\"3302\">Elle permet \u00e0 la fois d\u2019agir dans le cadre scolaire quotidien des enfants, et de les ouvrir \u00e0 leur environnement \u00e9ducatif et culturel.<\/p>\n<p data-start=\"3304\" data-end=\"3560\">Dans cette perspective, les enfants et leurs familles sont notamment amen\u00e9s \u00e0 d\u00e9couvrir et fr\u00e9quenter les <strong data-start=\"3410\" data-end=\"3473\">m\u00e9diath\u00e8ques, biblioth\u00e8ques et lieux culturels de proximit\u00e9<\/strong>, afin de renforcer le lien entre apprentissages scolaires et ressources du territoire.<\/p>\n<p data-start=\"3562\" data-end=\"3617\">Ce mod\u00e8le repose sur plusieurs principes structurants :<\/p>\n<ul data-start=\"3619\" data-end=\"3845\">\n<li data-section-id=\"6gpk8j\" data-start=\"3619\" data-end=\"3676\">intervenir t\u00f4t, d\u00e8s les premi\u00e8res ann\u00e9es de scolarit\u00e9,<\/li>\n<li data-section-id=\"l7gu1c\" data-start=\"3677\" data-end=\"3741\">cr\u00e9er des situations r\u00e9guli\u00e8res de r\u00e9ussite pour les enfants,<\/li>\n<li data-section-id=\"1e8jlay\" data-start=\"3742\" data-end=\"3792\">associer les familles \u00e0 la dynamique \u00e9ducative,<\/li>\n<li data-section-id=\"1pmnbpq\" data-start=\"3793\" data-end=\"3845\">inscrire l\u2019action dans la dur\u00e9e et la continuit\u00e9.<\/li>\n<\/ul>\n<p data-start=\"3847\" data-end=\"3962\">L\u2019objectif n\u2019est pas de se substituer \u00e0 l\u2019\u00e9cole, mais de renforcer les conditions d\u2019entr\u00e9e dans les apprentissages.<\/p>\n<p data-start=\"3964\" data-end=\"4158\">Les enfants les plus fragiles ne manquent pas n\u00e9cessairement de capacit\u00e9s. Ils manquent souvent de rep\u00e8res pour comprendre ce que signifie apprendre, essayer, r\u00e9ussir, se tromper et recommencer.<\/p>\n<p data-start=\"4160\" data-end=\"4248\">C\u2019est pr\u00e9cis\u00e9ment sur ces dimensions que l\u2019action de proximit\u00e9 produit un effet d\u00e9cisif.<\/p>\n<h2 data-section-id=\"8359cu\" data-start=\"4250\" data-end=\"4302\">L\u2019enjeu de l\u2019effectivit\u00e9 des politiques publiques<\/h2>\n<p data-start=\"4304\" data-end=\"4465\">Cette r\u00e9alit\u00e9 pose une question de fond aux politiques \u00e9ducatives : <strong data-start=\"4372\" data-end=\"4465\">comment garantir l\u2019effectivit\u00e9 des dispositifs sur les trajectoires r\u00e9elles des enfants ?<\/strong><\/p>\n<p data-start=\"4467\" data-end=\"4588\">Les politiques publiques peuvent \u00eatre ambitieuses dans leurs objectifs. Mais leur impact d\u00e9pend de leur capacit\u00e9 \u00e0 \u00eatre :<\/p>\n<ul data-start=\"4590\" data-end=\"4762\">\n<li data-section-id=\"14v4i4u\" data-start=\"4590\" data-end=\"4641\">accessibles imm\u00e9diatement aux publics concern\u00e9s,<\/li>\n<li data-section-id=\"1drwtha\" data-start=\"4642\" data-end=\"4697\">int\u00e9gr\u00e9es dans les organisations locales existantes,<\/li>\n<li data-section-id=\"1llp1ug\" data-start=\"4698\" data-end=\"4736\">port\u00e9es par des acteurs coordonn\u00e9s,<\/li>\n<li data-section-id=\"t3frbs\" data-start=\"4737\" data-end=\"4762\">stables dans le temps.<\/li>\n<\/ul>\n<p data-start=\"4764\" data-end=\"4895\">Lorsque ces conditions ne sont pas r\u00e9unies, le risque est de produire des dispositifs visibles mais insuffisamment transformateurs.<\/p>\n<h2 data-section-id=\"z9fs2\" data-start=\"4897\" data-end=\"4952\">Repenser l\u2019action \u00e9ducative \u00e0 partir des territoires<\/h2>\n<p data-start=\"4954\" data-end=\"5040\">Le \u201cpari de la proximit\u00e9\u201d ne rel\u00e8ve plus d\u2019une approche p\u00e9riph\u00e9rique ou exp\u00e9rimentale.<\/p>\n<p data-start=\"5042\" data-end=\"5135\">Il renvoie \u00e0 une \u00e9volution structurelle de la mani\u00e8re de concevoir les politiques \u00e9ducatives.<\/p>\n<p data-start=\"5137\" data-end=\"5337\">Dans un syst\u00e8me o\u00f9 les in\u00e9galit\u00e9s se construisent t\u00f4t et de mani\u00e8re cumulative, la question n\u2019est plus uniquement celle des contenus p\u00e9dagogiques, mais celle des conditions de mise en \u0153uvre effective.<\/p>\n<p data-start=\"5339\" data-end=\"5388\">Cela implique de reconna\u00eetre un principe simple :<\/p>\n<p data-start=\"5390\" data-end=\"5550\">\ud83d\udc49 les in\u00e9galit\u00e9s scolaires ne se traitent pas uniquement \u00e0 l\u2019\u00e9chelle nationale, mais dans les environnements concrets o\u00f9 les enfants grandissent et apprennent.<\/p>\n<h2 data-section-id=\"8dtpi\" data-start=\"5552\" data-end=\"5565\">Conclusion<\/h2>\n<p data-start=\"5567\" data-end=\"5632\">L\u2019enjeu n\u2019est pas d\u2019opposer centralisation et territorialisation.<\/p>\n<p data-start=\"5634\" data-end=\"5786\">Il est de comprendre que la r\u00e9ussite des politiques \u00e9ducatives d\u00e9pend de leur capacit\u00e9 \u00e0 s\u2019incarner dans des \u00e9cosyst\u00e8mes locaux, stables et coop\u00e9ratifs.<\/p>\n<p data-start=\"5788\" data-end=\"5855\">Dans cette perspective, la proximit\u00e9 n\u2019est pas un suppl\u00e9ment d\u2019\u00e2me.<\/p>\n<p data-start=\"5857\" data-end=\"5893\">Elle est une condition d\u2019efficacit\u00e9.<\/p>\n<p data-start=\"5895\" data-end=\"6010\">Et probablement l\u2019un des leviers les
